Rework annotation library API to be chatty and use filter API.
This depends on the component services being reimplemented according to our API services.

Client work in QutEcoacoustics/baw-client#157

Also rework these apis to use the generic filter api:

  • tags list
  • audio recording catalogue

This has become more urgent with changes to the filter api causing large issues in the custom library api. Solution agreed to is:
