Deleted config files no longer relevant

Deleted five IndexPropertiesConfig files that are no longer used or relevant. made one modification to the IPConfig.Zooming.yml file to change bounds of the OSC index. Made note in Sandpit class that many of the hard-coded paths will no longer be valid.
