Create trigger_sync_and_wait_for_completion flow

Create a flow that triggers an Airbyte connection sync with each API call executed as a task. This will increase the observability of Airbyte connection syncs in the Prefect UI and allow for more granular retries for each API call. This will supercede the current trigger_sync task which should be deprecated and eventually removed once this flow is released.
