Slightly refactor the emacs binding code

PR Summary

Expand the white spaces between different elements in the Emacs dispatch table.
This makes it easier to align all elements when adding new bindings in future.
This PR doesn't actually change anything except for the white spaces, use https://github.com/PowerShell/PSReadLine/pull/2223/files?w=1 to quickly see that.
