Adds Chameleon Tie

What Does This PR Do

Adds a chameleon tie to the chameleon kit (standard and nukie).

Implementation of this is based on all other chameleon items.

Why It's Good For The Game

It's the only slot missing a chameleon item.

This will help anyone using a chameleon kit disguise themself as another job.

Note: The default icon is now a black tie not a red tie.

Testing

• Compiled the code

• Spawned the chameleon tie in game

• Tested the UI to make sure it still worked

• Selected various neck items to disguise as

• Tested the EMP act on the tie

• Spawned in the complete chameleon kit to confirm that the tie is included
