修复了AutoSimplify 在Block(var, 0, 0) 场景下（如对Xshape Tensor）的min/extend化简时，可能出现 -1 下溢出的问题。原始的逻辑中，会使用
for->extend-1来作为上界标记，当extend = 0 时，则会出现错误。解决方案，将相关逻辑抽离为对偶的：
TryEmplaceVarIntervals和TryErasseVarIntervals函数
