Update TCJA extension reform specified in reforms/ext.json #2815

Do this using the extend_tcja.py script after the values of inflation-indexed policy parameters are updated to their know values in 2023 and 2024. The 2023 known values were added in PR #2806 and the 2024 known values will be added by the PR that resolves issue #2814.

Issue #2815 has been resolved by the merge of PR #2817.
