Revert "Merge remote-tracking branch 'bertsky/resmgr-type-checking'"

This reverts commit 5208ae3, reversing changes made to 82dd313.

I reverted the merge of #1315 (including #1309) with

git revert -m 1 5208ae38

So the state of this branch should be 3.2.0 but without any of the changes in #1315 and #1309.

But before I merge and release that, please have a look @bertsky @MehmedGIT lest I mess up again. Thanks!

So the correct way forward is

• merging here
• adding the respective lines of Changelog deleted here to the unreleased section there
• merging fix name vs subdir, add type checking for resource candidates #1315
• re-opening Implementation of the resource manager server (issue #1294) #1309 (i.e. https://github.com/OCR-D/core/tree/1294-impl-rm-server really) as a new draft PR, copying the top status message and some of our discussion
