@shishirx34 Has updated the scoring profile, it seems scoring isn't properly reflecting profile expected behavior. Fix bug, then this issue can be closed for now.

Current scoring profile in code has FreshnessScoringFunction that should be reevaluated

Add a scoring profile that gives reasonable relevancy by favoring packages with high download counts that have been updated recently. I tested this by indexing PROD and then trying queries from our OneNote by hand.
