lisp-modules: skip broken systems that don't evaluate from import

cl-quil and qvm are bugged on quicklisp 2024-10-12 - they have a circular dependency. I'll create ticket upstream.

They were omitted from the import, to unblock eval. Later, we can detect such cases automatically.
