The added stations look ok in bufr_stalist.meteo.gfs, but there are several instances of Gulf of Mexico that need to be changed. Examples include: This would also need to be changed in the 16.4 release branch. |

Will replace "GULF OF MEXICO" to "GULF OF AMERICA" |
I think changing MEX and GUFMEX to "AMR" and "GUFAMR" would be fine. And any instance of GFMX could be changed to "GFAM" |

Description
This PR introduces bufr station updates into the GFSv16.3.22 operational package. There are three updated stations and 121 new stations added to the bufr station parm files. Changes provided by @BoCui-NOAA .
