Updates ufs_utils hash to Update to build on both Gaea-C5 and C6 Commit 5b2bfa3

What are the requirements for the new functionality?

For the global-workflow to build with gfs gsi and forecast-only CI tests for C48_ATM and C48_S2SW on C5 and C6

Acceptance Criteria

• C5: clone, build, and run at least C48_ATM CI test
• C6: clone, build, and run at least C48_ATM CI test
