In order to run the UPP (standalone or inline) on the 3-km RRFS North American grid, a fix is required to the code that calculates updraft helicity (CALUPDHEL.f). The issue is related to restricting undefined grids involved in the updraft helicity computation.

Add parallel prdgen (NOAA-EMC#457)

* Change run_wgrib2 to run_prdgen to match the operation name convention.
Add option and code to parallel run wgrib2 command on WCOSS2 for NA 3km
grid.

* Change the vertical structure of running/com/nwges directory to match operation.
