As titled. the
dev/cefibranch needs to be reset due to NOAA-GFDL#790. This PR re-integrates the generic tracer budget diagnostics (#20) into dev/cefi. Additionally, please note thatsrc/trace/MOM_generic_tracer.F90has been relocated toconfig_src/external/GFDL_ocean_BGC. The current version ofMOM_generic_tracer.F90is designed for COBALTv2. The COBALTv3 version ofMOM_generic_tracer.F90will be added here soon.
