The current dev/cefi branch cannot pass som of the checks due to minor formatting issues and a missing resealing factor in some of the generic tracer budget diagnostics. This PR addresses all these issues and serves as an initial step before merging NOAA-GFDL#790 back. Note that regression testing still failed because we cannot build the reference model due to a code formatting issue.
