This PR fixes a bunch of stuff from the engi improvement, like a injector for the atmos plasma tank, and does improvements to cargo's decals. A bunch of tile decal layer issues are also fixed in this. Departures also has the decals fixed.
Chapel also has grilles in its windows now and has power in the garden.
also map merger shouldnt be drunk this time
