• Move ignored @import at the top postcss/postcss-import#2

• Enhancement: Removing unused @chaset at-rulers and possible encoding convertions postcss/postcss-import#4
• remove :root limitation by injecting rules with new declarations that just contains modified properties. postcss/postcss-custom-properties#1
• handle var(*, default) like a real fallback postcss/postcss-custom-properties#4
• Not compile if a space csstools/postcss-custom-media#2
