API-1628 - Creates a mechanism to build a contract map for releases. #1424

Description

Creates a script that builds the contract map that is roughly logically equivalent to the previous one, just using CAIP-19 IDs for the keys in the map. This PR also contains tests for it.

It ends up looking like this:
