When an array like `[r"foo", r"bar" => s"baz"]` is constructed, its eltype is `Any`.

As noted in #2360,
doctestfilterscurrently only supports vectors ofRegex, whilefilterssupports vectors including regex/substitution pairs. This PR fixes #2360, supporting substitutions also indoctestfilters.
