Bounty Idea - Proposals Bot

A big issue we have continuously faced on the platform is council members not participating in voting for proposals. There are many reasons for this but at the moment it is difficult and slow for council members to find out what they need to vote on and there is no system of notifications for this.

As a result of this we haven't been able to hire for some highly important roles on the platform which slows down our progress overall, therefore I think creating this bot is of the utmost priority and whoever is assigned for this bounty should aim to deliver it ASAP (and specificy a realistic timeline)

Requirements:

1. Any user wanting to be assigned for this bot should create a text proposal outlining when they would be able to deliver on each milestone. We need this bot running ASAP so deadlines are highly important.
2. This bot does not need to annouce elections or anything else, it only has to deal with proposals at this stage.
3. Each proposal announced should include:

• proposal title
• proposal type
• proposal link
• proposal author
• duration in human hours remaining (hh:mm:ss remaining for voting)

4. After a period of 24h proposals should be reannounced and tag users who haven't yet voted.

Milestones:

1. Deliver a basic bot that announces the status of each proposals (announced, executed, expired) - $150
2. Build in a notification system that can use a list of Joystream usernames (such as: https://discord.com/channels/811216481340751934/812343711870091285/833279363176464414) and notify each user when they haven't voted on a proposal and it is expiring soon). - $300
3. Since we want this delivered as soon as possible, it would be better to get milestones 1 + 2 completed and then have further funding set aside for fixing any bugs that show up afterwards - $200

(the amounts specified are arbitrary so far, until this passes into a proposal they are not binding).
