This is a clean revert of 47f2452 and 13f6239, which upgrade our use of
outline-ss-server.The use of the latest
outline-ss-serveris causing issues on our Canary server: Jigsaw-Code/outline-ss-server#243. Since these changes are not necessary for our launch, I'm going to roll them back. This gives us more time to investigate and we can attempt the upgrade again at a later date.
