License formatting improvements, build process correction for QF_C target

• Improve license formatting.
• Delete the copy of the license given in the DOCX format...is plaintext and PDF not enough?
• Create directory if needed during build for for QF_C; otherwise may fail on Linux x86_64
• Instruct Git to ignore various files built from make and other temporary files.
