On ReadTheDoc page https://libcst.readthedocs.io/en/latest/tutorial.html (Parsing and Visiting) a (link to) a interactive online tutorial is provides (which is nic) However: It does not start

| Failed to build libcst
| ERROR: Could not build wheels for libcst, which is required to install pyproject.toml-based projects

installing rustc/cargo for mybinder demo

when we switch to teh rust compiler by default, mybinder stop working, as reoported in Instagram#1054 this is because the binder docker image does not have a rust compiler or tools, this install them by using the apt.txt file
