cgal: update to CGAL-5.4-beta1 (WIP)

• Have you built your formula locally with brew install --build-from-source <formula>, where <formula> is the nam of the formula you're submitting?
• Is your test running fine brew test <formula>, where <formula> is the name of the formula you're submitting?
• Does your build pass brew audit --strict <formula> (after doing brew install --build-from-source <formula>)? If this is a new formula, does it pass brew audit --new <formula>?

WIP: this PR is a draft to test CGAL-5.4-beta1 with the brew CI. For the moment, CGAL-5.4 is still in beta stage. I will update this PR once CGAL-5.4 final is published.
