Allows electrolysis for:
Chloromethane, Ethenone, Acetic Acid, Acetone, Propane, Butene, Butane, Styrene, Butadiene, Ethylene, Benzene, Ethanol, Toluene, Dimethylbenzene and Octane.

Some recipes done manually to make them be higher duration/EUt from autogen for balance.

Tweaks Propene and Ethane to be consistent with others now.

Hopefully this will make the Hydrogen meta more diverse, and allow undesired petrochem/wood tar products to do something other than be voided
