Reworks vacuum freezer recipe durations and EU/t's.

Typically, a vacuum freezer recipe is one tier below the blast furnace's EU/t, though there is some variety. Additionally, superconductor ingots always require vacuum freezer EU/t matching the superconductor's tier.

Durations generally are reduced by a decent amount from before to account from these changes. However, this will require a lot more vacuum freezer infra than before.

A couple EBF metals had recipe tweaks as well, such as YBCO which was still MV for some reason, Tungstencarbide which was HV (now EV), and one or two more I already forgot

Would be a good idea to add a Groovy expansion for BlastProperty.Builder to allow using strings like the regular BlastProperty's expansion.
