Added staging helm chart and Github action to update the helm charts on release.
The GitHub action will perform updates to the Helm charts as follows: it will set the main Helm chart to reflect the previous release version, while the staging Helm chart will be updated to the latest release version. Assuming release process has been carried out according to the steps described in the releasing.md.
