Bump tough-cookie and sqlite3

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [sqlite3](https://github.com/TryGhost/node-sqlite3). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `sqlite3` from 4.1.1 to 4.2.0
