[CP Staging] Fix crash when opening distance rate after deleting a tax rate associated to it

Details

Once the rate is deleted, the route still contains the rateID of the tax. So we need to prevent it from crashing by safely accessing the keys on the object.

Precondition:

1. Distance rates and Taxes are enabled.
2. Track tax is enabled.
3. Go to staging.new.expensify.com
4. Go to workspace settings.
5. Go to Distance rates.
6. Click on any rate.
7. Apply a tax rate.
8. Go to Taxes and delete the tax rate selected in Step 5.
9. Go back to Distance rates.
10. Click on the same distance rate with tax rate.
11. Click Tax rate.
12. Verify that the App doesn't crash and the selected rate is removed
