Description

Per discussion in #10717 (comment), there is a bit of excessive height on all Stepper Item scales.

With issue #7623, the gap between heading and description would be removed, however the line-heights would increase slightly. Reducing the block padding could benefit Stepper Item whether it happens before or after changes in 7623.

Acceptance Criteria

Reduce block padding:
SM 16px →12px (space.md)

MD 20px → 16px (space.lg)

LG 24px → 20px (space.xl)
