This addresses the use case where we define a set of "global" labels we wish to sync across a number of repos as well as a set of "local" labels that are repo specific.

But accepting multiple config files we can join these "global" and "local" labels and also enable the delete-other-labels.

Hi, thanks for the PR, this seems like a very useful feature!
Everything seems alright, just one more thing before merging: could you update the action manifest (actions.yml) as well, so that the docs for the config-file input reflect the changes on the PR?
