About the PR
Removes the ability for Radiation damage to cause bleeding in IPCs.
Why / Balance
IPC bloodless is just plain overwhelmingly unfun to play around, but that's a separate topic for a separate day! Regardless of opinions on whether the bloodloss is a good or bad change, radiation causing bleeding is far too much and far too inconvenient. Radiation is super common to come by, especially in certain departments like Epistemics or Engineering. PPE still is required to be used in cases where you know you will be exposed to radiation, as you will die from actual radiation damage without proper shielding.
It's not fun or good for gameplay to start bleeding just because a chitinid walks past you. Or someone with uranium walks past you. Or someone with a radioactive artifact walks past you. Etc, etc. It's just monotonously annoying for no good reason. This does not make you less independent. It makes your life annoying.
