Updated camstats PvlGroup "User Parameters" to UserParameters for PVL compliance.

How Has This Been Validated?

Running camstats produces PVL with the following segment:

Group = UserParameters
  Filename = out.cub
  Linc     = 1
  Sinc     = 1
End_Group

Overall looks good, this can go into dev but is technically API breaking. It should be released alongside 9.0 but not in any 8.Y.Z version
