Updated disclaimer in base objects

Went through each of the files in base/obj and replaced the old disclaimer with the new one. Sorry for the number of changed files lol.

Adding the disclaimer seems to have caused the line number for the errors in the IException and Application unit tests to change. This looks good other than that.
