Moving CTP to OIDC workflows from Azure secrets

Adding terraform scaffolding to create managed identities with federated credentials for each environment for the CTP service repo.
Guidance to review
You can validate this once the Terraform has ran by looking at the Azure Managed identities and validating it exists for CTP along with the federated credentials for each environment.
