Updated micronax to get the proposals and yay count from the governance table instead of blocks table.
Made necessary adjustments for things to work with the most recent consiel release:
- getBlockByLevel now returns a single block obj instead of an array with one element
- delegates has been changed to bakers


          switched to using governance table
