CTRE Phoenix Framework Installer 5.16.0

Phoenix-diagnostics-Tuner-v1.5.2
Release of Phoenix Tuner.
Fixes an issue where some Raspberry Pi configurations were not properly detected as Raspberry Pi.
Tuner is now functional for the following platforms when using a SocketCAN device:
- NVidia Jetson TX2
- NVidia Jetson Nano
- Raspberry Pi 3
- Raspberry Pi 4
Known limitations:
"Force Stop" -> "Force Start" may be required on Raspberry Pi boot or if the SocketCAN device is reconnected.

Release of Phoenix Framework to support multi-platform Phoenix Tuner and VS 2019 for HERO.

Phoenix-diagnostics-Tuner-v1.5.1 (pre-release)
Pre-release to add preliminary Diagnostics/Tuner support for the Raspberry Pi platform.
As this is a pre-release, there may be limitations and/or bugs in new features. Please report these as an issue tracker.
Changes:
Adds preliminary support for the Raspberry Pi platform when using SocketCAN. Install/Uninstall/Stop/Start buttons are functional, along with all CAN device features. Raspberry Pi vs Jetson vs roboRIO platform is auto-detected for Installation.

This release requires the Jetson to have an image with Ubuntu 18.04 or later.

Firmware-for-Phoenix-v5.14.1
Updated Talon SRX, and Victor SPX firmware files(crf) included in Phoenix 5.14.1
This improves a limitation where Motion Magic velocity curve is coarse due to using a low-resolution sensor.
This was accomplished by increasing the arithmetic precision of the algorithm to better support smaller ranges in sensor values, typically seen with 10-turn analog pots or low-PPR encoders.
If you are using an older firmware release and you are not experiencing this limitation, then there is no need to update.

Pigeon IMU firmware is also included but has not changed since 5.14.0.
CANifier firmware is also included but has not changed since Kickoff.

Firmware-Talon-4.20 (pre-release)
EDIT: This file has been removed as it is deprecated by the official release of firmware version 4.22.

This is a pre-release of Talon 4.20 firmware.
We strongly recommend instead using Phoenix 5.14.1 which has the official firmware that contains the final fix referenced in this pre-release.
