Adds a set length to the flatjaw tongs based on what I saw in shops online. Added byproducts equivalent to the amount of rebar minus the amount of rebar in the tongs.

Purpose of change
Tongs were super short.
Describe the solution
Adds length to the tongs. Adds byproducts to the recipe so that 4lbs of metal doesn't disappear into the void.
Describe alternatives you've considered
Not doing this, or doing what I did in #55255.
Testing
Loaded up the game and made sure the tongs and the recipe show the correct values. Made sure there was no errors.
