Motivation
Update the spec tests to v1.2.0-rc.3
Since v1.2.0-rc.3 introduce new test scenarios as well as
capellahardfork, some of the test cases have been programmed to skip and should be enabled as soon as they are supported/fixed.Here is a tracker for the same
