According to http://label-schema.org/rc1/#build-time-labels, the build-date label SHOULD follow RFC3339.

Our build pipelines (utilizing https://github.com/fluxcd/) depend on this label to be compliant.

Just hit this as well, this causes downstream tools such as https://github.com/fluxcd/flux to fail
