Question about is_outward_oriented()

The doc of is_outward_oriented says:

This function is only doing an orientation test for one connected component of tm. For performance reasons, it is left to the user to call the function does_bound_a_volume() on a triangulated version of tm to ensure the result returned is relevant. For advanced usages, the function volume_connected_components() should be used instead.

I have to reread some definitions because there are still some points unclear to me. However, the doc says that the result is relevant when does_bound_a_volume is true (that's my understanding). So if does_bound_a_volume is false, can I call orient_to_bound_a_volume() before is_outward_oriented() to have a relevant result? As I said, I still have to reread some definitions, but even without knowing the definitions, the wording suggests that does_bound_a_volume is true after applying orient_to_bound_a_volume(), and hence the result relevant. In this way there would be no need to inspect the connected components.

Ok, I tried orient_to_bound_a_volume() on a mesh made of two distinct tori, one inward-oriented and the other one outward-oriented, and I got a consistent orientation at the end.
