Removed netcoreapp3.1 and .Net 5 from the test frameworks and added .Net 7.
.Net 5 is no longer supported and is not installed on the build machines.
Netcoreapp 3.1 is no longer supported. It has been removed from Linux build agents already, though it is still present on the windows and mac agents - but it can only be a matter of time.
We do have the option to install those frameworks on the build agent, but it seems unnecessary.
