Reason for Change:

AKS and other consumers have migrated to azure-cni or azure-ipam. This change purges the cni-dropgz omnibus CNI installer.

Backport to 1.5 train? Or wait for follow on PRs that also remove dropgz naming? i.e

ARG DROPGZ_VERSION=v0.0.12

@jpayne3506 dropgz as a utility library still exists and what you quoted will not change. the change is to remove the cni-dropgz image
