docs: Remove links to (outdated) protocol specs (#10831)

This moves the (dated) protocol specs to `_protocol-specs`, and removes links to them from the docs. "All files prefixed with an underscore (_) under the docs directory are treated as "partial" pages and will be ignored by default."
