State Labels Cannot Be Generated Properly

Describe the bug
Despite all labels and states being unlocked, state labels cannot be regenerated. There is no response when I click the state label option under "Regenerate"

Steps to reproduce

• Download the .map file I linked
• Click on "Load Map"
• Select the .map file "World Of Scarlet (Early)"
• Wait for it to load
• Open the "Tools" tab
• Click on "State Labels" under Regeneration. You will encounter the generation issue here.
  Expected behavior
• Regenerate labels when the button is clicked

System
This is an issue for the web browser version of Azgaar. I can't find the version but it's the most recent one. I'm using Google Chrome as a browser, if that helps.
