Loading cultures bug

Loading a culture database, sets all cultures namebase back to German.

Steps to reproduce
Select the cultures editor, erase all precreated cultures, and star adding you own, all with custom names, colors, emblems, type, capital, expansion multiplier and namebase.
Click on Download cultures related data
Then, click Upload cultures related data, and there will be all changed to German namebase

Expected behavior
Well, i expected to have al the corresponding namebases back. I checked the .csv file, and in it, cultures have asociated the correct namebase, so i think it is a loading problem
