Allow runtime changing of application and dockerd log level

This is an automatic cherry-pick of b97a9cf63087deb715c99c0f3713d9a7feb83190

The original PR was #175 with message:

The default level (info) is the same as before.

Changing any of the log level parameters will restart dockerd.

Since the log levels are persisted as parameters,
is will be possible to debug start-up behavior,
by setting it to 'debug' before starting the application.
