Purpose of this pull request
This pull request (PR) updates the GH pages workflows according to the GH starting workflow for Gatsby. Also, it refactors the implementation via reusable actions to reduce code duplication across other Commerce DevSite projects.
Scaling the implementation in AdobeDocs/commerce-php#350.
