ACCESS-ESM1.6 used to use the Access Payu driver (access Payu config model) and hence the AccessEsm1p5 test class in model_config_tests/models. However, with payu-org/payu#563 there is now dedicated AccessEsm1p6 Payu driver (access-esm1.6 Payu config model). We need a corresponding test class for ACCESS-ESM1.6.

I think at least in the first instance, the class can be almost identical to AccessEsm1p5. I'll follow up with a PR.
