Have a common values.yaml file for staging and prod

We should have a common values.yaml file that is common to all the deployments of the application (staging and prod for now). And only any overrides should be in the app specific config files. This makes sure that our staging and prod deployments are as close as possible, and any deviation is intentional

1. put all comon config in a common.values.yaml file
2. update the deployer script to take this file into account when deploying

Definition of done

• A values.yaml file exists with all the common settings for the app
• The prod.yaml and staging.yaml only contain specific overrides for the deployments, and no generic code
